Tory MPs give Rishi Sunak a plan to cut immigration.

Before the next election, the New Conservatives have put out a 12-point plan to cut net migration by about 400,000 people.

The group of MPs wants to stop visa programs for care workers, raise the minimum wage, and limit the number of refugees.

But those who disagree say that the plans would hurt the UK industry.

The official spokesman for Mr. Sunak said that the government thinks it is “finding the right balance” between keeping migration as low as possible and getting enough people to work in key places.

According to the most recent numbers from the Office for National Statistics, the number of people living in the UK grew by more than 600,000.

The ONS said that the rise was mostly caused by more people from outside the EU coming to the UK on student and work visas and refugees fleeing violence and abuse in Ukraine and Hong Kong.

The sharp rise is a huge political problem for Mr. Sunak and the Conservatives, who have promised many times since taking power in 2010 to cut net migration.

In its 2019 platform, the party promised to lower the number, but didn’t say by how much. Former Conservative Prime Minister David Cameron, on the other hand, promised to get net migration below 100,000.

The New Conservatives say in a study that was released on Monday that the British people “did not vote for mass migration and the social and economic harms it brings.”

“Hundreds of thousands of voters who gave the Conservative Party their vote in 2019 will lose faith in the party if it doesn’t act quickly to get migration under control,” the report says.

Tom Hunt, a Conservative MP, wrote the report. Miriam Cates, James Daly, and the party’s deputy leader, Lee Anderson, all agreed with him and supported it.

At the launch of the study, Mr. Hunt, Ms. Cates, and Mr. Daly all said that they were loyal to the prime minister, but that they thought his government could do more to cut immigration.

One of the key suggestions of the report is to end temporary programs that give care workers the chance to get work visas.

The report says that this strategy will cut the number of visas by 117,000, which will lead to an 82,000 drop in long-term migration to the UK.

Part of this policy plan is to only let in trained workers who make at least £38,000 a year.

In 2021-22, there will be 165,000 open jobs in social care, according to a study from the charity Skills for Care. This is the most jobs that will be open at any time in the past.

Sam Monaghan, the CEO of Methodist Homes, said that the sector would be under more stress if they couldn’t hire caregivers from other countries.

“Cutting off a key source of care workers when 500,000 people are waiting for care across the country is not the answer,” Mr. Monaghan said.

The formal spokesman for Mr. Sunak said that the government had no plans to take care workers off the list of jobs that are in short supply.

Downing Street said that the government was “using the flexibility of our immigration system to make sure we have enough staff in key areas” and was “looking to increase the number of people who work in domestic care.”

Ms. Cates told the BBC that the UK needs to stop bringing in cheap foreign workers and get more British people to take care jobs.

She said that getting rid of temporary visas for care workers would cause “employers to think about hiring young people from the area.”

The Tory MP said, “We will never be able to do that unless we close the immigration route first.”

But another Tory MP, Tim Loughton, said that while reducing migration was a good idea in general, there wasn’t enough care workers in the UK.

“It’s not as easy as just raising the minimum salaries,” he said. “We need a lot of skilled but less well-paid people to move to this country.”

Some of the other ideas in the study are:

Tightening the rules on student visas so that graduates can’t stay in the UK without a job deal for more than two years
Putting a limit of 20,000 on the number of refugees who can officially move to the UK
A limit of 5% on the number of social homes that governments can give to people who are not from the UK.
The health surcharge an immigrant would have to pay to use the NHS would go up to £2,700 per person, per year. Madeleine Sumption, head of the Migration Observatory at the University of Oxford, said, “It’s very hard to predict how individual policy changes will affect migration.”

She said, “Even the most careful attempts to model the effects of policy on numbers, which this isn’t, are usually wrong.”

She said that immigration policy was a “political choice” and that there was “no reason the UK couldn’t choose to be more restrictive.”

But she said that the report “does not address any of the trade-offs that come with more restrictive measures.”

“For example, a lack of public funding in the care system is one reason why there has been such a high demand for care workers,” Ms. Sumption said.

“International students have become a bigger source of income for universities, so plans to reduce the number of students can’t be looked at in isolation from how higher education is paid for.”

She thought that some of the ideas in the study were “a little bit crazy.”
